How Exactly does Repping work?

I have been trying to figure this out, and I guess I am completely retarded. How do the # of points you have in reputation translate into the number that appears, and how many Green things appear.

rep power is the number of reps you give people when you rep them.. the green blocks are there .. well i dunno why really but they look neat.. the more rep points you get and posts you make the more rep power you get

Ok, so it does have to do with post count as well. Hopefully furst will see this and explain this shit in detail.

The actual rules that the rep system works by:

For every 365 days, users gain 1 point of reputation-altering power.
For every 1000 posts, users gain 1 point of reputation-altering power.
For every 250 points of reputation, users gain 1 point of reputation-altering power.
User must have at least 25 reputation hits before their reputation will effect anyone.
Users may give reputation 10 times each 24 hour period.
Users must give reputation to five other people before giving reputation to the same person again.

just another question on this shit, when you go into look at your reps some boxes are green and some are blue, what does this mean? and what colour is a negative rep, blue?
